Russia Stunned After Japanese Plan To Evacuate 40 Million Revealed


A new report circulating in the Kremlin today prepared by the Foreign Ministry on the planned re-opening of talks with Japan over the disputed Kuril Islands during the next fortnight states that Russian diplomats were “stunned” after being told by their Japanese counterparts that upwards of 40 million of their peoples were in “extreme danger” of life threatening radiation poisoning and could very well likely be faced with forced evacuations away from their countries eastern most located cities… including the world’s largest one, Tokyo.

The Kuril Islands are located in Russia’s Sakhalin Oblast region and stretch approximately 1,300 km (810 miles) northeast from Hokkaidō, Japan, to Kamchatka, Russia, separating the Sea of Okhotsk from the North Pacific Ocean. There are 56 islands and many more minor rocks. It consists of Greater Kuril Ridge and Lesser Kuril Ridge, all of which were captured by Soviet Forces in the closing days of World War II from the Japanese.

The “extreme danger” facing tens of millions of the Japanese peoples is the result of the Fukushima Daiichi Nuclear Disaster that was a series of equipment failures, nuclear meltdowns, and releases of radioactive materials at the Fukushima I Nuclear Power Plant, following the Tōhoku earthquake and tsunami on 11 March 2011.

According to this report, Japanese diplomats have signaled to their Russian counterparts that the returning of the Kuril Islands to Japan is “critical” as they have no other place to resettle so many people that would, in essence, become the largest migration of human beings since the 1930’s when Soviet leader Stalin forced tens of millions to resettle Russia’s far eastern regions.

Important to note, this report continues, are that Japanese diplomats told their Russian counterparts that they were, also, “seriously considering” an offer by China to relocate tens of millions of their citizens to the Chinese mainland to inhabit what are called the “ghost cities,” built for reasons still unknown and described, in part, by London’s Daily Mail News Service in their 18 December 2010 article titled: “The Ghost Towns Of China: Amazing Satellite Images Show Cities Meant To Be Home To Millions Lying Deserted” that says:

“These amazing satellite images show sprawling cities built in remote parts of China that have been left completely abandoned, sometimes years after their construction. Elaborate public buildings and open spaces are completely unused, with the exception of a few government vehicles near communist authority offices. Some estimates put the number of empty homes at as many as 64 million, with up to 20 new cities being built every year in the country’s vast swathes of free land.”

Foreign Ministry experts in this report note that should Japan accept China’s offer, the combined power of these two Asian peoples would make them the largest super-power in human history with an economy larger than that of the United States and European Union combined and able to field a combined military force of over 200 million.

To how dire the situation is in Japan was recently articulated by Japanese diplomat Akio Matsumura who warned that the disaster at the Fukushima nuclear plant may ultimately turn into an event capable of extinguishing all life on Earth.

According to the Prison Planet News Service:

“Matsumura posted [this] startling entry on his blog following a statement made by Japan’s former ambassador to Switzerland, Mitsuhei Murata, on the situation at Fukushima.

Speaking at a public hearing of the Budgetary Committee of the House of Councilors on 22 March 2012, Murata warned that “if the crippled building of reactor unit 4 – with 1,535 fuel rods in the spent fuel pool 100 feet (30 meters) above the ground – collapses, not only will it cause a shutdown of all six reactors but will also affect the common spent fuel pool containing 6,375 fuel rods, located some 50 meters from reactor 4,” writes Matsumura.

In both cases the radioactive rods are not protected by a containment vessel; dangerously, they are open to the air. This would certainly cause a global catastrophe like we have never before experienced. He stressed that the responsibility of Japan to the rest of the world is immeasurable. Such a catastrophe would affect us all for centuries. Ambassador Murata informed us that the total numbers of the spent fuel rods at the Fukushima Daiichi site excluding the rods in the pressure vessel is 11,421.”

Disturbingly, the desperate situation facing Japan is, also, facing the United States as Russian military observers overflying the US this week as part of the Open Skies Treaty are reporting “unprecedented” amounts of radiation in the Western regions of that country, a finding that was further confirmed by scientists with the Woods Hole Oceanographic Institute who have confirmed that a wave of highly radioactive waste is headed directly for the US west coast.

Important to note is that this new wave of Fukushima radiation headed towards the US is in addition to earlier radiation events that American scientists are now blaming for radioactive particles from Japan being detected in California kelp.

Though the news of this ongoing global catastrophe is still being heavily censored in the US, the same cannot be said about Japan, and as recently reported by the leading Japanese newspaper The Mainichi Daily News that reports:

“One of the biggest issues that we face is the possibility that the spent nuclear fuel pool of the No. 4 reactor at the stricken Fukushima No. 1 Nuclear Power Plant will collapse. This is something that experts from both within and outside Japan have pointed out since the massive quake struck. TEPCO, meanwhile, says that the situation is under control. However, not only independent experts, but also sources within the government say that it’s a grave concern.

The storage pool in the No. 4 reactor building has a total of 1,535 fuel rods, or 460 tons of nuclear fuel, in it. The 7-story building itself has suffered great damage, with the storage pool barely intact on the building’s third and fourth floors. The roof has been blown away. If the storage pool breaks and runs dry, the nuclear fuel inside will overheat and explode, causing a massive amount of radioactive substances to spread over a wide area. Both the U.S. Nuclear Regulatory Commission (NRC) and French nuclear energy company Areva have warned about this risk.

A report released in February by the Independent Investigation Commission on the Fukushima Daiichi Nuclear Accident stated that the storage pool of the plant’s No. 4 reactor has clearly been shown to be “the weakest link” in the parallel, chain-reaction crises of the nuclear disaster. The worse-case scenario drawn up by the government includes not only the collapse of the No. 4 reactor pool, but the disintegration of spent fuel rods from all the plant’s other reactors. If this were to happen, residents in the Tokyo metropolitan area would be forced to evacuate.

Even though this crisis in Japan has been described as “a nuclear war without a war” and the US Military is being reported is now stocking up on massive amounts of anti-radiation pills in preparation for nuclear fallout, there remains no evidence at all the ordinary peoples are being warned about this danger in any way whatsoever.

    11,421 assemblies, not fuel rods, in one assembly there is 62 fuel rods. So you would have tro multiply that number by 62. The nuclear people are keeping low by miscalling assemblies “fuel rods”!

    Despite the above negative comment on this article, I have read the same information from different sources and the facts in the article are correct.
    Tokyo will evacuate if the spent fuel pools collapse. A nightmare will ensue.
    Those on the U.S. would be wise to listen closely as events unfold at Fukushima. Be treating babies and young children for thyroid radiation right now. If I had children on the west coast of the U.S., I would have a plan to move them as far as possible to the east if the fuel pools in Japan do collapse and burn. Our government is doing absolute evil by not monitoring and keeping the public informed about this disaster. I am deeply saddened by this. This situation demands total truth and lies and denial are what we get.

      I would add that iodine levels should be checked. Google it and follow the directions. If you are low in iodine, your thyroid will absorb any iodine available very quickly – including radioactive iodine. It is impossible to overdose on iodine. Salt in manufactured food is not iodinized. Iodine deficiecy is said to be at epidemic proportions throughout the world, especially teen girls in Saudi Arabia. Iodine deficiency impacts how well you feel and is vital for brain function. Yes, this catastrophe has been abandoned by the global community because no one wants to die to save the world. Sad commentary and reflects complete failure of leadership across the board. They do not want us to stop shopping for a second may be the reason.       I assume that you are including all the US waste which is colossal. The waste will be around for hundreds of thousands of years.

      Also the nuke industry is in a mess because it exists to make bombs. The civil nuclear industry is a side show. In fact if you could rerun history you would not use Uranium you would use Thorium and a ‘closed’ fuel cycle that would actually consume much of the waste. The problem with that was you cannot extract radioactive materials as a byproduct to make bombs as you can with an ‘open’ fuel cycle.

      The US has a massive waste problem and much of it is stored in pools that have to be constantly circulated and the heat extracted. If they lost power then the melt down would kill much of humanity as it would be many, many thousands of times worse than what is happening in Japan.

      For a few billion dollars all of the inherently dangerous waste in cooling pools could have be put into dry storage – put it this way for the cost of the new sitting duck destroyers the US Navy wants all of our futures could be protected from a radiation Armageddon.

    what about the relocation of the futenma base, a proposal for a us marine offshore airfield that okinawa shot down for environmental reasons even though tokyo approved the impacts? I’ve seen nothing in the japanese news of a 40 mil evac, not to say that it wouldn’t be possible considering, but neither is a US expansion near Kamchatka.

    This is all completely untrue. The reactors are all in cold shut down now. The Pool in four is being re-inforced. There is no longer danger of a meltdown at Fukushima. Radiation in Fukushima prefecture is returning to below dangerous levels in many places. Radiation from Fukushima never caused death or illness to kids or babies in America.

        As I said below, those fuel rods have been cooling for over a year. It would take weeks for them to heat up to dangerous levels again.

      Do you even know what a “cold shutdown” is? It means that the reactor and the nuclear fuel has completely cooled off. So far, that has not happened and the temperature appears to even be rising.

      But keep on denying, though, your denial will endanger even more lives. After all, denials are what made the Fukushima disaster possible.

      I would tend to disagree as many nuclear engineering experts believe the containment vessels have been breached at a number of the reactors.

      In that case you cannot have an orderly ‘cold shut down’ and are only able to deal with the radioactive material that has breached the containment vessel.

      Unless there is transparent information we will still speculate as the full extent of the contamination and crisis.

      Also, you cannot release that amount of radiation into the environment and expect no consequences.

    I believe this to be US expansion under a Japanese Humanitarian Guise – the denial of the marine airfield off of Okinawa is much too coincidental, not to mention the lack of credible info about an evac of 40mil……this whole thing smells, and makes me question whether I can trust the EUTimes…. Keep in mind that strategically these Islands are very important, hence the russian occupation since WWII.

    No need to get defensive about this dude. I live in Japan and I know situation is not as bad as this article makes it. I know there is a potential for it to get very bad and I was happy to hear there’s a plan for evacuation. I don’t think it’s possible to move 40some million people, especially to other countries. And I know some J would preffer living in risk of radiation poisioning than move to China. Sorcha Fall stories are interesting to read, supported by facts, but still just stories.

    One thing that I know for sure, no governments can be trusted in dissasters like these. They have lied in the past and they will do it again. Minamata was a good example of this. Governments will side with corporations, not regular Joe (or Kenji in Japan’s case). I’d keep my eyes open and wouldn’t believe everything gov or Sorcha fall say.

    A quick Google search of NCRP reveals it to be a blog. A blog is not a source of facts. Just because someone writes something in a blog, does not mean it is true.

          The temperatures are rising, so how could they have achieved a cold shutdown? They’re still pumping water into the reactor and the spent nuclear fuel pool, hoping with their fingers crossed that they won’t get any worse than now (there is no guarantee, though, they might just collapse on its own when there’s another earthquake).

          Fukushima’s radioactivity level is currently 500 times higher than normal. 40 μSv//h is insanely high.

            IF the spent nuclear fuel pool collapses, then the spent nuclear fuel will be scattered all over the ground and they will eventually meltdown and a massive amount of radioactivity will be spread since there would no water to act as neutron moderator.

            Please stop writing anymore… I’m sure that you are lowering the IQ of everybody else… as well as endangering the people’s lives with your willful ignorance and denial of reality… Christ…

            You are slightly correct this time.

            The reactor was not operating, and the damage was a hydrogen explosion. However, the hydrogen gas was being vented from reactor 3, and was not from the pool or fuel in reactor 4. The fuel and pool are relatively undamaged, and have since been reinforced.

            If the pool feel down into the reactor bulding, in it’s current state it would take weeks to heat up enough to explode or melt down. Why is it such a big challenge for you to understand that.

            If, if, if….if my aunt had male genitalia, she’d be my uncle.

            Or, if you even a little intelligence, you’d be dangerous. If….

          It stood an earthquake? Is that a joke? Is that why we’re dealing with the Fukushima disaster, right now? The Fukushima nuclear plants are already heavily damaged now, what makes you think that it will withstand ANOTHER earthquake (of course the massive amount of water in the pool will make it worse)?

          TEPCO think they can start removing the nuclear fuel in 2014, but that is taking too long. They need to be removed, right now.

            Er…reactor 4 was left completely intact after the earthquake. Pretty good description of ‘surviving an earthquake and tsunami’, I think. It also had a large amount of water in it then, too.

            If the worst happened, it would take weeks for the fuel to heat up to dangerous levels again. I’ll repeat that for you, Astro….it would take weeks. Do you understand now? No instant explosion, no massive release of radiation straight away, in the unlikely event that Reactor 4′s building was knocked down by an earthquake, there would be plenty of time to re-apply cooling to the rods.

            But like I said, it already survived the largest quake on record, and has been reinforced since then, so it is extremely unlikely even that scenario would come to pass.

            Active nuclear plants are a much bigger risk.

            Also, the plant was designed by General Electric, and it is their crappy design that lead to the meltdown. Notice no Japanese designed reactors suffered these problems…

          Seriously? SERIOUSLY? Are you blaming the US right now, because apparently Japan can’t take responsibilities for their own mistakes? And anyway, do you know how many nuclear plants had to be shut down, including the Japanese ones, due to the earthquake?
